Case Study: Technology Due Diligence for Investments

A WA government organisation had implemented a core technology platform but faced implementation challenges, extended timelines, and budget pressures.

With multiple functions deployed and others planned for future phases, leadership needed an independent assessment to provide clarity on available options and a recommended pathway forward.

Independent Due Diligence Approach

Calibre Consulting conducted a comprehensive assessment focused on providing executives with clear, data-driven insights to support informed decision making.

The engagement was structured ensuring objective recommendations aligned solely with the organisation’s strategic priorities.

Stakeholder workshops and consultations were conducted across executives and operations to capture perspectives on program activities, challenges, and improvement opportunities.

These workshops provided insights into what had worked well, where issues arose, and what concerns existed around future phases.

Rigorous Options Analysis

Building on stakeholder insights, Calibre conducted comprehensive options analysis using both qualitative and quantitative metrics.

Each option was assessed for pros, cons, risks, and benefits using conservative assumptions to ensure realistic projections for executive review.

Options were categorised into themes such as strategic, cost-effective, and risk-prioritised to facilitate strategic-level discussions with leadership.

The analysis examined implementation effort, internal and external costs, tangible benefits, intangible value, current risk levels, and residual risk after implementation .

Cost-benefit analysis was conducted at the activity level, providing granular accuracy while maintaining transparency for executive decision-making.

This bottom-up approach ensured leadership understood exactly where effort and investment would be required, and what returns could be expected.

Executive Clarity and Confidence

The engagement delivered a preferred option, including clear rationalisation considering the organisation’s strategic priorities, budget constraints, timelines, risk thresholds, and capacity to deliver.

The report incorporated lessons learned from both Calibre’s experience with similar programs and insights from the organisation’s own implementation journey.

The assessment identified critical considerations including managing implementation timelines with system dependencies, resourcing, and structuring vendor arrangements to reduce cost unpredictability.

Through this independent due diligence engagement, the WA government organisation gained transparent options analysis, risk based recommendations, and confidence in the chosen pathway forward, enabling informed executive decision making for investments.
